What are the small yellow moths with tan bands on their wings and underbody? They are about 3/8 to 1/2 inch long.

The moths you are seeing are likely the adults of the oak leaftier caterpillar. The caterpillars feed largely on oaks and then pupate and emerge as the small yellowish moths. The adult moths do no damage and no control is needed. There is only one generation of these per year. oakleaf rollers.jpg
