Usually yes, but it depends on the club. Although most clubs accept all ages of youth.  Some clubs do restrict based on age. This is sometimes due to partnerships with other organizations that may have limits on age. For example, 4-H clubs that are also Scout troops abide by the age restrictions for that level troop.
