What is parliamentary procedure and why do you use it at 4-H meetings?

Parliamentary procedure defines how groups of self governing people, no matter how formal or informal, can most effectively meet and make decisions in a fair, consistent manner—making good use of everyone's time. Our resource for applying parliamentary procedure is Robert's Rules of Order Newly Revised. We use parliamentary procedure to make sure all youth are heard on a subject and to give 4-H meetings order.
